Strong emphasis on on-orbit operations concept (Opscon) development for early project phases. Considerable experience performing actual manned spacecraft operations. Proven winning results developing key proposal sections such as Opscon scenarios, Dept. of Defense Architectural Framework (DODAF) and on-orbit test plans. Led and mentored small project teams that produced and delivered high quality award-fee-winning products across the system engineering spectrum. Clearances: Current SSBI and DoD Secret.
PROFESSIONAL EXPERIENCE
NORTHROP GRUMMAN (NG) SPACE TECHNOLOGY, Redondo Beach, CA 2002 to Present
Sr. Mission Systems Engineer
Produced high quality system engineering products, independent research & development (IRAD) trade study reports and contract winning technical proposal sections for:
• Initiated trade studies for the Opscon Tools Study IRAD team with a comprehensive overview of Opscon history. Performed key trade studies on Opscon tools such as DODAF, Visio and System Architect. Produced quality final report sections on time.
• Integrated my special NASA communications architecture knowledge into innovative interplanetary Opscon scenarios to enhance the advanced TDRS-K satellite design for the NG proposal
• Performed trade studies for the Civil Space Communications IRAD for NASA's future advanced communication systems (at Mars) using X-band relay satellites and upgraded ground systems.
• Led small Opscon team on Alternate Infrared Satellite System (AIRSS) project to produce quality mission architectures (DODAF), Concept of Operations (CONOPS) draft, & key Opscon scenario drafts ahead of schedule to enhance the Dynamic Object Oriented Requirements System (DOORS) development enabling a successful SRR Project Review.
• Produced advanced products for the Crew Exploration Vehicle (CEV/Orion) proposal for NASA ahead of the proposal schedule. Products included the Modular Open Systems Architecture (MOSA), On-orbit Test Plan & multiple key Opscon scenarios in order to enhance our team's Mars mission manned spacecraft design. (Received Northrop Grumman Commendation).
• Developed and coordinated among all Integrated Product Teams (IPTs) & delivered 14 (of 37) Opscon Scenarios for the National Polar Orbiting Environmental Satellite System (NPOESS). These scenarios revealed new requirements leading to substantial contract award fees. Also developed special innovative Intensive Calibration-Validation (ICV) Test Plan from my quality Opscon scenarios.
TRW Space & Defense Group, Redondo Beach, CA 1980 to 1988
Space Shuttle Payload Integration Systems Engineer
As the assigned IPT system engineer for each project:
• Developed, coordinated among IPTs, and produced NASA deliverables on time that included the Payload Integration Plan (PIP) and its nine annexes for the following spacecraft as payloads on NASA's Space Shuttle: Tracking & Data Relay Satellite TDRS), Compton Gamma Ray Observatory (GRO), & Chandra X-Ray Telescope (AXAF).
• Produced an innovative Opscon, assembly scenarios and communications interface architecture that facilitated on-orbit operations of the TRW Work Packages design for NASA's Space Station Freedom.
• Performed launch systems integration (LSI) coordination among project IPTs to produce PIP products ahead of schedule for delivery to NASA for a classified Shuttle payload. Also provided expert training and technical coordination for the mission’s USAF Payload Specialist.
• Applied extensive NASA Space Shuttle knowledge in developing after-hours classes at TRW for NASA's Space Shuttle payload process and Space Station Assembly/Operations for mentoring project team members. (my own extra-effort idea - not required, not compensated).
VOLT ENGINEERING SERVICES, EL Segundo, CA 2000 to 2001
Satellite Systems Sr. Operations Engineer
Led a small highly quality contractor team in the execution of the on-orbit test plan via Hughes Mission Control ahead of schedule for the following communications satellites: Thuraya-2, Superbird-4, JCSAT-6, ICO-1, HGS-1, and HGS-3. For satellites with anomalies, my team worked with Hughes satellite designers to produce high quality alternate missions enabling Hughes to resell satellite services to new customers.
NAKNAN TECHNICAL SERVICES, INC., Houston, TX 1997 to 2000
Manager, Asia Pacific Operations
Led a mixed contractor/Loral team to success in the on-orbit test & checkout of Mabuhay Loral communications satellite from Philippines mission control at Subic Bay. Mabuhay continues to operate normally today providing all required telecommunications services for the Philippine government.
MUNIZ ENGINEERING, INC., Houston, TX 1995 to 1997
Lead Payload Systems Engineer.
Led the Payload Operational Control Center (POCC) team in on-orbit planning & operations in support of the scientific mission of Wakeshield payload, deployed & retrieved on STS-80 Space Shuttle mission.
