1998-2003: PROJECT ENGINEER, THE AEROSPACE CORPORATION, CHANTILLY, VA; Mission Integration Manager for 2 Advanced Technology Missions. Conducted intensive Launch Campaign Study for large satellite constellation. Responsible for the Office of Space Launch (OSL) portion of Integrated Road Map Quarterly Submission to Congress and the Intelligence Community. Created Launch Vehicle Database for the Office of Space Launch (OSL). 1992-1998: PEGASUS MISSION MANAGER, ORBITAL SCIENCES CORPORATION, DULLES, VA; Responsible for multiple DoD/Pegasus missions, to include active lead in proposal, payload integration, operational payload and booster checkout and testing, scheduling, launch control of both payload and booster. Mission Integration Manager for 4 DoD, 4 Commercial & 2 NASA multiple spacecraft missions; 6 Pegasus Launches. Managed technical personnel to develop and coordinate interfaces between the spacecraft and launch vehicle, which consisted of the mechanical and electrical interfaces, launch site processing, performance and all technical requirements for the satellite. Responsible for all contractual, financial, scheduling, and technical actions required for the integration and launch process. Managed a budget of $21M per launch vehicle.
1991-1992: SPACE OPERATIONS PLANS STAFF OFFICER, SPACE OPERATIONS PLANS AND APPLICATIONS OFFICE, HEADQUARTERS AIR FORCE SPACE COMMAND, PETERSON AIR FORCE BASE, CO; Integrating Space Assets for in-theater Warfighters' requirements into operational plans. 1990-1991: CHIEF, OPERATIONS TRAINING/CREW COMMANDER, 19TH SURVEILLANCE SQUADRON, PIRINCLIK AIR STATION, TURKEY; Appointed 1st Space Wing Company Grade Officer of the Quarter for 3rd Quarter 1991. One of nine Operational Crew Commanders during Desert Shield/Storm. Chief, Operations Training for 8 Air Force Crew Commanders & 68 contract personnel. Spearheaded 1st SWG Standardization Evaluation Team (SET) preparation for both Air Force and contractor personnel. Scored highest on site (4.9 of 5.0). Insured all personnel expertly trained, resulting in 4 of 5 Higher Headquarters (HHQ) Highly Qualified (HQ) crew commanders and overall excellent ratings and Operations Training during SET. Revitalized the entire training program to include new regulation & technology changes. Trained crew commanders & contract personnel for special Desert Shield/Storm Mission as well as transition back to Intelligence & Space Surveillance Missions. 1989-1990: CHIEF, LAUNCH OPERATIONS DIVISION, TITAN SYSTEM PROGRAM OFFICE, LOS ANGELES AIR FORCE BASE, CA; Chief of launch operations for Eastern Range (ER) and Western Range (WR). Directed 200+ contractor personnel at both the launch base and Main Plant for two consecutive launches at ETR. Supervised the assembly and testing of launch vehicle from delivery to the launch base through operational testing, spacecraft installation, countdown, launch and restoration of the launch pad for the next launch vehicle. Oversaw the numerous last minute modifications to the launch vehicle and improved contractor's modification tracking procedures. Increased the contractor schedule credibility by optimizing available time due to late component deliveries. Organized and briefed the Mission Director at Mission Readiness Review. Managed budget of $100M per launch vehicle.
1987-1989: MANAGER, TITAN IV SPACECRAFT INTEGRATION, TITAN IV SYSTEM PROGRAM OFFICE, LOS ANGELES AIR FORCE BASE, CA; Payload Integration Manager for 4 critical DoD spacecraft on the Titan IV Expendable Launch System at both the Western Range (WR) and the Eastern Range (ER). Managed over 100 government and contractor personnel to develop and coordinate interfaces between the spacecraft and launch vehicle which consisted of the mechanical and electrical interfaces, launch site processing, performance and all technical requirements for the satellite. 1986-1987: CHIEF, INFORMATION SYSTEMS DIVISION, EXPENDABLE LAUNCH VEHICLE (ELV) PROGRAM OFFICE, LOS ANGELES AIR FORCE STATION, CA; Supervised two Air Force Officers in the preparation and support of all briefings given by the DoD ELV Program Office to the Space Division Commander, Air Force Systems Command Commander, and the Secretary of the Air Force. Developed functional requirements and the architectural design for the management and upgrade of a Personal Computer Local Area Network (PC LAN). Procured and maintained hardware and software for all information management systems for the ELV Program Office. Spearheaded and directed Aerospace contractors in the software development of a financial management, integrated scheduling, configuration management, and office automation integrated database system.
1984-1986: SPACE TRANSPORTATION SYSTEM SYSTEMS ANALYST, DoD SPACE TRANSPORTATION SYSTEM (STS) PROGRAM OFFICE, LOS ANGELES AIR FORCE STATION, CA; Manager responsible for manifesting all DoD Satellite Vehicles on the STS. Prioritized and coordinated the flight requirements actively with the National Aeronautics and Space Administration (NASA). Evaluated NASA Management Information Systems to develop a common database between the DoD STS Program Office and the NASA STS Program Office. Managed and procured all information management systems for the DoD STS Program Office, to include the design, installation, and administration of a PC LAN. Directed and supervised contractors and AF Reserve Officers in the development of a suspense tracking and financial database.
1982-1984: SPACE SHUTTLE FLIGHT PLANNING OFFICER, DEPUTY COMMANDER FOR SPACE OPERATIONS, LOS ANGELES AIR FORCE STATION, CA; Flight Operations Manager for two major DoD experimental spacecraft. Coordinated and planned all operational flight requirements and mission planning with NASA for the Air Force. Consolidated the requirements of 2 spacecraft in the first DoD STS Cargo Mix, also to be the first Vandenberg STS flight. Supervised and coordinated the activities of 5 major contractors in the development of flight compatibility assessments, flight operations plans, payload deployment timelines, communication requirements and STS crew training plans. Resolved security issues which established Air Force Policy for all DoD STS Missions.
