WORK HISTORY

 

Twenty-three (23) years of combined space hardware manufacturing and space systems procurement monitoring experience, mainly in the area of geo-satellite systems with C, Ku and additionally L and Ka band payload configurations. His exposure on Satellite platforms included those from EADS-Astrium, Alcatel Space (currently Thales), Lockheed Martin Missile Space, Boeing (formerly Hughes Aircrafts), Orbital Sciences as well as CAST:

 

  • Prior to joining Telesat in January 1990, Mr. Wong was with Spar Aerospace Limited (formerly EMS and MDA) in the domain of military and commercial Payload space hardware fabrication since 1985.  This included manufacturing experience in Alcatel Telecom 2, TRW TDRSS and NASA CANADARM projects.  His primary functions included establishing and maintaining the required quality environment towards acceptable delivery for several domestic satellite projects, which included the SARSAT project for the Canadian Department of National Defence, as well as providing support to both the Canadian and GE Space Station projects.  His additional contributions included the introduction and implementation of Microwave Integrated Circuits (MIC) acceptance criteria, Manufacturing/Process audits, Equipment Control and Clean Room environment maintenance for the Thin Film Microcircuit Technology.
  • After joining Telesat, Mr. Wong accumulated extensive field office experience in the area of successful contractor liaison, and was responsible for spacecraft product assurance functions during the system level integration and test phase. He assured performance verification by his monitoring of contractual test phases. The maintenance of computerized databases enhanced his reporting skills on test compliance and quality conformance status.  He was an active participant in the Material Review Boards, Change Review Boards, Test Readiness Reviews, Launch Readiness Review and Post-test Reviews throughout this program.  His aforementioned effort was manifested both during spacecraft construction phase, as well as during launch vehicle integration at the launch site. The satellite prime manufacturer of concern was the former GE Astro Space (currently Lockheed Martin Missile Space).
  • Subsequent to completion of the ANIK E program in 1991, Mr. Wong was actively involved with the L-Band Mobilsat (MSAT-1 and 2) space project. Apart from his effort in contract negotiations and design reviews, his principal function during the implementation phase had been focused on coordinating timely but acceptable resolution of quality issues with both the customers and prime contractors.  He had also conducted hardware failure investigations and quality audits at contractor facilities when warranted by the criticality of observed deficiencies. The satellite prime manufacturer of concern was the former Hughes Space & Communications.
  • After the completion of MSAT, Mr. Wong had contributed significantly to numerous ground segment programs, in the area of quality requirement assessment.  This included Ground Stations TTAC design and construction projects, Digital Video Compression System and VSAT project evaluations for Telesat, as well as special assembly of Military Transportable Earth Terminals for the Canadian Department of National Defence (DND).
  • In the Flight Dynamics software area, Mr. Wong had analyzed the project product assurance requirements and contributed a quality assurance plan compliant with defined specification for Matra Marconi Space’s (formerly British Aerospace and currently EADS-Astrium) Skynet IV project, specifically applicable to the affected mission software configuration controls.
  • His experience had been extended to include his dedicated support on several significant international satellite consulting projects. In his role as the prime quality responsibility, he commonly demonstrated significant effort in the product assurance area and had received notes of appreciation from space consulting customers. Both Palapa C2 and Telkom-1 and 2 of Indonesia exemplify these aforementioned programs, as well as AceS-1 of the Philippines and Koreasat-3 and 5 of Korea Telecom. The satellite manufacturers of concern were Lockheed Martin Missiles and the former Hughes Space & Communications (currently Boeing) as well as Orbital Science.
  • Having initially analyzed the specific product assurance requirements and contributed a quality assurance plan compliant with defined specification for Motorola’s IRIDIUMâ TTAC Construction project, his most noteworthy ground segment consulting effort on this project may be identified by his evident quality presence in several areas. These included quality assurance documentation traceability control, conducting quality audits at the prime supplier Scientific Atlanta, as well as the on-site monitoring of the delivery process in the areas of safety, preserving and shipping completed hardware assemblies to designated remote sites.
  • He had been involved in space insurance activities in primarily preparing critical reports for underwriters from Britts in England.
  • Mr. Wong’s complete procurement effort was repeated on the NIMIQ-1 satellite at Lockheed Martin Space. He was the assigned project product assurance manager. In this primary role, his involvement was demonstrated from the program’s RFP and proposal evaluation stage, to include the monitoring of the prime contractor, Lockheed Martin Missile & Space’s construction operations and the subsequent launch-site quality support, which was completed in May 1999. During project evolution, he additionally provided significant product assurance support at TTEG (now TESAT) in Germany while monitoring the rework/retest activities for the spacecraft’s TWT units as a result of necessary design modifications. From April to August in 1998, Mr. Wong provided product assurance support in a consulting role for Telkom-1. This included both payload subsystem and spacecraft level integration and tests at Lockheed Martin Missiles & Space in Newtown, PA and Sunnyvale, CA respectively.
  • He additionally provided successful launch-site supports at Arianespace in French Guiana as well as Proton launches in Kazakstan.
  • Mr. Wong was actively involved in the subsequent evaluation of product assurance specifications for the ANIK 1R and F3 Telesat satellite projects. In this capacity he executed the responsibility in establishing the required quality provisions on these projects, while his prime effort was demonstrated in the monitoring of subcontractors such as COMDEV for passive payload components and Antenna manufacturing at MDA.
  • Mr. Wong’s Ka Band payload involvement has been reflected in his product assurance support towards the successful completion of the ANIK F2 Ka Band Beam*Link Payload project in May of 2002 at COM DEV Space. His effort included consulting coordination for the Canadian Communication and Research Center (CRC) along with quality management over Boeing Space Systems as the prime contractor, as well as COM DEV Space as the subcontractor. His subsequent effort was focused on the quality monitoring and delivery of the ANIK F2 Ka Band Space Mux demonstration payload at EMS Technologies LTD.
  • In more recent years Mr. Wong’s effort has been principally applied in the RFP specifications, contract negotiations, bidders proposal evaluations, design reviews, and monitoring of international consulting projects. These include but not are limited to ARABSAT, Nigeriasat 1 from Nigeria, VINASAT of Vietnam, ETRI from South Korea, PALAPA D from Indonesia and PAKSAT-1R of Pakistan.
  • Mr. Wong is currently dedicated to the Telesat NIMIQ 5 and TELSTAR-11N satellite procurement projects from Space Systems LORAL.
