Systems engineering and integration consultant to a National Program development effort.   Primary responsibilities include CONOPS development, requirements definition and analysis, system integration, architecture assessment, risk identification and analysis, identification and definition of cross-program test opportunities, transition planning and implementation, and performance assessment with specific emphasis on achieving operational readiness.   

 

BAE Systems (March 2002 - July 2003)

 

Senior systems engineer for a National Program subsystem development responsible for CONOPS development, requirements definition/ analysis, ICD maintenance and system integration.

 

Central Intelligence Agency (July 1985 – December 2001)

 

Project Management Engineer supporting development (level III Acquisition Certification) and operations in support of internal and National Programs; eleven years assigned to the National Reconnaissance Office, seven years supporting space systems O&M, four years supporting program office activities.  Duties required frequent briefing to senior management, domestic and foreign, military and civilian, and full life-cycle systems engineering and management associated with developing, operating and maintaining dynamic, highly complex, real-time space and internet based data communications and IT systems as demonstrated by:

Southeastern Computer Consultants, Inc. (May 1983 – September 1984)

 

IV&V test engineer for TOMAHAWK Weapons and Launch Control Systems.  Developed Test Specifications/ Procedures consisting of utilization of engagement planning, Common Weapons Control System, external communications and the Track/ Launch interface.

 

Computer Data Systems, Inc. (June 1982 – May 1983)

 

Analyst/ programmer responsible for the Data Acquisition segment definition, design and development for a mini-computer based real-time communications system in accordance with top-down, structured programming practices involving signal translation, database design, performance optimization and software certification.

 

Science Applications International Corporation (December 1981 – June 1982)

 

Systems analyst for TOMAHAWK Operational Flight Software IV&V.  Performed requirements trace, design and code analysis, developed the Software Quality Test Plan and witnessed/ evaluated developer’s sell-off testing for the customer.

 

Commonwealth Accounts Management (March 1981 – December 1981)

 

Designed and implemented a multi-programming, integrated financial system to execute payroll, accounting, budget, property tax collection and management, and other related administrative functions of the Fredericksburg, VA City Treasurer’s Office.

 

Self Employed (February 1973 – March 1981)

 

Time out to start a family.  Acted as general contractor for personal dwelling, volunteer public school teaching assistant, Sunday School teacher, Girl Scout leader, gardener, animal rescuer and performed parental duties as required.

 

U.S. Army Computer Systems Command (February 1971 – February 1973) Civilian

 

Programmer/ analyst responsible for design, implementation and test of systems software using assembly level and high-order languages on mainframe and micro-processors for the Tactical Operations System (TOS) supporting ground deployed troops.

 

U.S. Army Strategic Communications Command (January 1968 – February 1971) Active Duty

 

Active military duty at the Pentagon Telecommunications Center as an EDP communications specialist responsible for real-time communications, manual and automated data encryption and decryption, and transition from manual to automated data processing in a live 24 X 7 environment requiring technical communications, software development and operations expertise.
