Product Assurance and EEE specialist (Consulting) Advising: Carl Zeiss Optronics (ZeO)

Nov 2005 to October 2006 Oberkochen, Germany

ZeO has responsibilities for JWST NIRSpec Filter and Grating Wheel Assemblies, and JWST MIRI Filter, Dichroic and Grating Wheel assemblies. Since they were last involved in spacecraft opto-mechanical assemblies, they have lost space experienced PA personnel. I am currently overseeing PA aspects for EEE parts, and interfacing with ESTEC, the customer, the institutes, and companies involved with the production of sub-assemblies and EGSE.

In addition, I am introducing a new member of ZeO PA staff to the ECSS requirements and the ESCC specification system.

I am also prepared a qualification plan for a low reflectivity chemical coating for alloys to be used at cryogenic temperatures.


Product Assurance Manager (Consulting) Advising: SRON

Apr 2000 to Aug 2002 Utrecht, Netherlands.

I filled a dual role within the Herschel (ESA) satellite project: PA Manager for the unit designed and produced by SRON and Parts Specialist at Consortium level for the HIFI instrument.

As PA Manager for the Focal Plane Control Unit, part of the Herschel HIFI instrument to be flown on the satellite, I was responsible for preparation of PA plans for the unit to meet ESA requirements including an ESD control Plan.

On consortium level I was responsible for management and co-ordination of all HIFI instrument user parts lists, and interfacing on behalf of the users with the centralised procurement agent (Top-Rel/Tecnologica) and ESA. I represented SRON (HIFI consortium) at Parts Control Boards and MRBs.

I also assisted the HIFI PA Manager in preparation of documents for the HIFI instrument, and provided support to a team qualifying a new SMT (surface mount technology) process to be used on the satellite.


Product Quality Assurance Manager (Consulting) Advising: Top-Rel s.r.l

Dec 1993 to Apr 2000 Rome, Italy.

I was invited to support Top-Rel’s activities as a result of my previous experience with Alenia Spazio (Top-Rel was Procurement Agent for SAX satellite). My responsibilities included management of all component related non-conformances; chairing of material review boards with ESA, customer, and user participation; inspections and audits at manufacturer facilities; internal audits. Also preparation and presentation of training courses for inspectors and certification of successful candidates. I also reviewed and updated the company Quality Manual, and was involved in initial steps towards obtaining ISO9000 certification.

Alenia (L’Aquila) requested my support to their PA department, reviewing inspection procedures and interfacing with their customers’ source inspectors.

Programmes include Artemis, Rosetta (ESA), SICRAL (Italian Defence) and Cassini (JPL).

Parts Co-ordinator (Consulting) Advising: Alenia S.p.A

1989 to 1993 Turin, Italy.

My position required liaison with all subcontractors and the Procurement Agency to control and assist each to obtain a timely supply of components of the appropriate quality level. I was responsible for the chairing of the majority of Material Review Boards related to EEE component non-conformances. Inspection and approval of the electronic components and assembled hardware, particularly focusing on soldering techniques and PA/QA activities related to printed circuit boards.


Parts Engineering Manager (Consulting) Advising: Tecnologica S.A.

1986 - 1988 Madrid, Spain.

Invited to act as consultant to the shareholders prior to the company's registration entailing technical direction in the preparation of initial proposals, assistance in the preparation of the company Quality Assurance (QA) manual, and guidance in development of the company structure, defining work breakdown and reporting systems for each department; working with the Managing Director towards development of a viable company. Developing model databases for procurement and stock control, guidance in technical personnel requirements, and interviewing many of the staff. Training four telecommunications graduates into the role of Space Component Engineer.


Procurement Manager (Consulting) Contract: MBB GmbH.

1984 - 1986 Munich, Germany

My activities included liaison with all involved design groups to obtain and rationalise the total parts requirement for the satellite, cost tracking for all design changes, and management of the purchasing of parts to obtain an appropriate delivery schedule.


Component Engineer Employer: Marconi Space Systems

1982 - 1984 Portsmouth, England

Responsible for the preparation of procurement specifications for high reliability components for spacecraft. Liaison between manufacturer, design, and quality assurance groups to ensure the suitability of the component. I was required to review all parts related documentation, visiting the manufacturer to review and negotiate procurement specifications. Also required to visit hi-rel manufacturers either to witness final testing and review their test documentation prior to shipment of parts.

Responsible for manufacturer assessment and approval of components and materials used in the production of electronic railway signalling and control systems. Preparation of specifications and procedures for use by design, production and purchasing departments. Implementation of variety reduction/limitation, preparation and management of a computer based component stock index.
