Strategic Planning

Authored operational orders for strike group exercises directing execution of training. Authored planning order for strike group Space Operations Officers deployed in Central Command (CENTCOM) to havedirect line of authority (DIRLAUTH) with the Theater Space Coordinating Authority (SCA).

Resource Management

Administered an annual operational budget of over $1M for an aircraft carrier based tactical squadron of six aircraft, balancing cost savings against training and operational duties.

Trainer

Updated and revised Navy Space Operations training requirements for all east coast strike groups, providing critical metrics for evaluation, deployment certification and resource requirements. Served on the team that developed the initial NSSI Joint Space Operations Courses. Conducted classroom, simulator and airborne flight training for squadrons.

Director of Training (Space and Information Operations) 2007 - Present, Commander, Strike Force Training Atlantic (CSFTL), Norfolk, VA

Established the position then served as staff Space Operations Officer. Responsible for all training, mentoring, and assessment of Joint Space and Information Operations readiness of east coast strike groups. 2nd Fleet Joint Space Operations Subject Matter Expert (SME); worked on development of Maritime Operations Center (MOC) Space Operations. Served as Deputy Director of Space Forces (DIRSPACEFOR) for European Command (EUCOM) Unified Engagement 08 (UE08) and Austere Challenge 09 (AC09). Worked with USAF in EUCOM on NATO Space Operations development. Served as a Navy representative to the OSD Operationally Responsive Space (ORS) Office.

Space Operations Officer/Deputy Information Warfare Commander (IWC) 2005 – 2007, Commander, Carrier Strike Group 8 (CSG-8), Norfolk, VA

Established the position then served as Space Operations Officer for CSG-8, EISENHOWER Strike Group (IKESG), and CTF-50 in Central Command (CENTCOM). Implemented the Naval Space Campaign Plan, and executed its objectives for proof of concept. Coordinated with NETWARCOM and SFTL to develop Navy Mission Essential Tasks (NMETs) with which to train strike group staff Space Operations Officers. Served as Deputy Information Warfare Commander (DIWC) and Battle Watch Captain (BWC) where explored the synergies between Information and Space Operations.

Staff Space Advisor 2002 –2005, Navy Network Warfare Command (NETWARCOM), Norfolk, VA

Established the position then served as staff Space Advisor, reporting directly to the commanding officer. Developed the Naval Space Campaign Plan to define an optimal way ahead for Navy Space Operations. Deputy Director of Training and liaison to Navy Space Cadre Advisor. Prepared and accompanied Commander, NETWARCOM, to Congressional testimony before the House ArmedServices Committee (HASC) Strategic Forces Subcommittee to report on progress and plans for Navy Space Operations and Navy Space Cadre development. Synchronized Space efforts with the  Joint Forces Command (JFCOM) J9 Space Applications and Experimentation Cell (SAEC).

Air Wing Space Advisor / Operations Officer 2000 – 2002, Sea Control Squadron 32 (VS-32), Jacksonville, FL

Established the position then served as Space Advisor for Carrier Air Wing 1 (CVW-1). Liaised on site with US Air Force Space Operations in CENTCOM in support of Theater maritime operations. Served as squadron Operations Officer, Sea Strike Lead and Viking Tactics Instructor (VTI).

Other previous work experience includes: Project Officer for an experimental S-3 Viking, Gray Wolf. Coordinated system installs, operational test plans and flights for Gray Wolf with Naval Space Command, Space Warfare Center (SWC), and the Test and Evaluation Squadron 1 (VX-1).
