TASKS AND RESPONSIBILITIES
The MTG QA consultant will be integrated into the MTG QA Team which provides support to the GEO Division. Her / His tasks will be related to the MTG programme, in accordance with the priorities assigned by the GEO QA Team Leader and the MTG GS QA Engineer.
In this framework, the tasks of the GEO QA consultant shall include, but not necessarily be limited to, the following:
• Implement client’s QA policies in the assigned areas, in accordance with the MTG QA plan(s) and all other applicable Standards and Procedures, during all project lifecycle phases to which this SoW refers.
• Support the GS QA Engineer in the establishment and recording of metrics to measure the effectiveness of the main processes within MTG Ground Segment activities. Provide pro-active suggestions for improvements based on these metrics and other observations.
• Ensure that the MTG QA policies and GS Team methods and procedures are adequate, available, maintained updated and correctly implemented in the MTG documentation, with particular reference to the documentation relevant to the Ground Segment Facilities procurement.
• Work with and in support of the MTG Ground Segment Team and its Members, in order to ensure that Quality Assurance policies and methods are taken into account during all GS lifecycle phases.
• Provide dedicated support for QA disciplines to the production and release of the technical and programmatic documentation relevant to the MTG GS and its Facilities and Elements.
• Review and comment the technical and management documentation issued for MTG GS Facilities procurement.
• Support, acting as Review secretary, the formal project Reviews, ensuring that the applicable Procedures and methods are correctly implemented.
• Support the MTG GS Facilities procurement process, in line with the applicable QA methods and requirements.
• After the selection of the GS Facilities successful bidders, support all HW and SW QA activities during the Facilities development and production process, interfacing with the Client’s Technical Officer(s) and with the Industry PA/QA counterparts.
• Ensure application of the agreed QA Plans and procedures within the Industry activities including Sub-tiers.
• Support the preparation and conduct of QA audits on Industry and within the client’s company in the areas connected with MTG GS activities.
• Act as deputy of the MTG GS QA engineer, as requested.
• Provide regular reporting to the GEO QA Team Leader and the MTG GS QA Engineer on all aspects related to MTG GS QA activities.
• Attend and support the MTG QA Team co-ordination meetings.
PROFILE OF THE GEO QA CONSULTANT
The consultant is required to have the capability and experience level ensuring the fulfilment of the assigned tasks with the minimum of supervision.
A University degree in Engineering, Physics, Computer Sciences or a related discipline is required. The ideal candidate is a motivated junior Engineer , with a at least 5 years of specific work experience in the QA areas, on HW and/or SW products and systems, gained in advanced technology sectors, preferably but not
limited to space or aerospace projects.
Mandatory Items:
• significant hands-on experience in QA processes definition, implementation, monitoring and control,
• knowledge and application experience in the application of international QA/PA standards, direct experience in providing QA support to procurement contracts for complex products,
• experience in QA support to the software development lifecycle, especially in areas of verification and validation,
• significant hands-on experience in using Microsoft Office Suite and in particular with Microsoft Word, Excel and Access,
• application of QA policies and methods as part of a customer project team
• good interpersonal skills, including mediation skills.
Items considered as highly desirable, and will constitute an advantage for Candidates:
• knowledge of PA/QA aerospace and space standards (eg. ECSS; MIL-STD; NASA)
• QA experience on hardware-software integration,
• knowledge of requirement management tools, e.g. DOORS,
• direct experience in applying QA policies to spacecraft ground segments and Spacecraft mission planning and operation systems developments,
• experience of working on collaborative programmes between different partners,
• experience in application of risk management and lessons learned processes,
• knowledge of SCOS 2000 tool,
• ground segment data processing and dissemination.
The official working languages are English and French. The working language required for the position is English, therefore the consultant shall be able to work effectively in this language; knowledge of French would be considered an asset.
REPORTING, WORK ALLOCATION AND LOCATION
Formal reporting is required at monthly intervals or in the event of a major tasks completion. The monthly reports and any other reports or technical documentation generated will be submitted in writing directly to the client’s Technical Representative (GEO QA Team Leader).
The consultant will also be requested to provide advice on any critical issue arising on the ongoing GEO programmes activities.
The work will be released in individual work packages.
The consultant shall be based full-time at client’s facilities for the duration of the consultancy. Short travel and work missions, mainly within Europe, may be requested.
The normal working hours are 8:30 to 17:15 Monday to Friday, with flexibility allowed for week end travelling , if requested.
