    • First architecture change was to integrate aspect of the mapping agencies, legacies of DIA and the intelligence community including aspects of the CIA into cohesive digital based cell inset of hardcopy photography.  Technical Assessment of the legacy architectures was undertaken. Congressional mandate, budget and broad schedule framework and operations were initially considered to develop the master plan and contractual implications.
    • Directed contractors to develop a process to verify business legacy processes from modeling, collection, analysis observations and interviews to determine new KPP and requirements.


    • Developed Business case scenarios to address continuity plans, new capabilities, integrated sites, expansion at new sites and increased real time multi-level secure global collaboration.
