§ Served as Budget Analyst in the Resources Management Office of the Office of the chief Financial Officer as a Civil Servant. Performed a continuing analysis of the funding for the Science Mission Directorate (SMD) program recipients at Ames Research Center. Served as an organizational expert on budgeting and financial management issues and activities. Performed budget formulation, budget execution, and control expenditures. Determined requirements and made resource allocations based on priorities and needs. Researched and analyzed problems, issues, and program requirements. Based on Operations and changing program requirements, identified relevant issues. Provided analysis and advice for complex program issues. Collected relevant information from many varied sources, some of which are difficult to access. Analyzed factors affecting the costs of the program, and recommended changes in the course of action to maintain adequate funding levels. Responsible for providing the information and analyses to properly manage and control the SMD funding at Ames within the constraints placed on these funds by the Headquarter Office and Center Management. NASA implemented new financial management software during FY03. Simultaneously, the agency changed the fundamentals of their accounting method to what is referred to as “full cost.” All costs including labor and travel are now visible at the program level. Such large scale change has continued to cause tremendous challenges. As a senior level analyst, I have had the opportunity to resolve subsequent problems, create new processes, and perform complex reconciliations.

Developed, verified and analyzed budget and cost data for all funding received. Worked with resources staff as well as the Financial Management (CF) and the Resources Management (CR) offices. Performed workforce schedules, Institutional Operating plans, and phasing plans as required. Performed month-end reporting. Analyzed and resolved issues and made recommendations for resolution. Performed problem solving for complex budgetary issues.
