    Drive with all the stakeholders (NATO SuPport Agency (NSPA), EADS, Thales, LMC, Nations) all the transversal management processes related to quality assurance, risk, configuration and project management for the In Service Support (ISS) phase of the COunter Battery RAdar (COBRA) systems contracted by OCCAR-EA on behalf of the Participating States (France, Germany, UK and Turkey).

    Key achievements:

    • Quality/Audits: Participated to the successful ISO 9001:2008 certification of OCCAR-EA Quality Management System (QMS).
    • Negotiations/Contract: Elaboration of tendering documents and execution of an innovative tendering process for the future ISS Contract (2013-2015), leading to the selection of a new Prime Contractor with savings of multimillion Euros by year.
    • Configuration/Qualification/Testing: Assessed all the drawings from the COBRA system, approved hundred engineering change proposals, successfully qualified and accepted several software, supervised the retrofit activities of the 29 COBRA systems.
    • Supply Chain: Improved COBRA system availability (reached 94% vs target of 78%) by enhancing spares and repairs procurement strategy.
    • Risk: Improved risk management maturity level from 67% to 82%.
    • Project Leader:
      • Successful lead the set up of the new ISS Contract (2013-2015) (reached and Overall Level of Performance of 95%).
      • Successful lead the development, qualification and procurement of a multimillion Euros software project for new COBRA System Data Processors.

    Risk and Reporting Manager

    Coordinated programme risk management within the TIGER (combat helicopter) programme division and with the Participating States (France, Germany and Spain) and Industries (Eurocopter, MTR, Thales…). Reported to Board of Managers, Programme Committees, Board of Supervisors the TIGER programme progress status, performance indicators and recommendations.

           Key achievements:

    • Risk: Developed and implemented a new risk management process within the TIGER programme division and with all the external stakeholders (Nations, Industries), increasing programme performances and reaching a high risk maturity level (92%). Provided the related training to the staff.
    • Reporting: Implemented a new balanced scorecard system within the programme and defined appropriate key performance indicators, improving programme’s control and monitoring performance.
    • Quality: Set up, managed and coordinated Government Quality Assurance (GQA) following AQAP 2000 standards (ISO 9001:2000) for the TIGER combat helicopter version HAD for France and Spain.

    • Logistic: Acceptance of TRIGAT logistic electronic documentation and logistic equipment.
    • Contract: Defined a strategy for the closure of the TRIGAT programme and got 7M€ price retention.
    • Risk: Set up and monitored a new risk management process including Monte Carlo Simulation in order to get qualification activities achieved on time.
