Fully responsible for all aspects of creation of the National Satellite Communication System of Ukraine with telecommunication satellite “Lybid”:
- indicated high level requirements for telecommunication satellite and satellite’s payload including service zones, frequency band, EIRP, G/T, beam’s connectivity, main services of satellite system.
- approved the Contractor’s choice of the type of satellite bus for creation of the satellite;
- conducted analysis and review of PDR and CDR package:
- satellite payload;
- satellite bus;
- space segment;
- satellite launch service and integration of satellite and launcher;
- satellite control system and TT&C station;
- managed analysis and review of the EQSR equipment for:
- satellite payload;
- satellite bus;
- supervised ITU frequency coordination activity resulting in signing of Coordination Agreement between Ukraine and France.
- supported the evaluations and analyses of the technical requirements for the facilities for installation of ground control station equipment including technical building, antenna foundation, power, communication, conditions, security and safety, storage area.
- reviewed readiness of the Contractor’s facilities and employees for manufacture and tests of satellite payload and bus, and approved minutes.

Main responsibility was implementation of satellite communication project including:
- determination of the high level requirements for system and satellite:
- analysis of the state and perspectives of coordination of ITU satellite networks;
- approval of the statement of work and high level schedule for creation of the satellite and ground segment;
- preparation of Government resolutions for all aspects of the satellite project.
