    Responsibility for managing the UK’s interests in the Hercules C-130J collaborative block upgrade development programme. The Block Upgrade programme is a series of projects that effectively constitutes a mid life update to the aircraft platform. Working with 6 other partner nations, this programme introduces capabilities necessary to satisfy future Civilian Global Air Traffic Management requirements, obsolescence issues and enhancements required by the front line operators. Day to day management of the programme is facilitated through an international programme office in Dayton, Ohio, USA where I have line management responsibility for embedded staff. The international programme office is governed by the C-130J Joint User Group Steering Committee, made of representatives from each of the 7 participating nations. My primary responsibilities are:

     

    §  Acting as the UK’s Nationally Empowered Responsible Officer (NERO), responsible for decisions by the UK relating to collaborative development. This includes the provision of technical and operational expertise to ensure a solution that meets UK needs in terms of capability, usability and certification.

     

    §  Liaison with other Nations NERO’s to agree strategies in advance of key meetings and to discuss opportunities for additional, mutually beneficial, collaboration.

     

    §  Act as advisor to the UK Joint User Group Steering Committee Representative and manage day-to-day Steering Committee business. This includes overseeing the activities of the international Programme office.

     

    ·       Acting as the UK member of the Programme Risk Management Board.

     

    ·       Acting as project manager for a 3 nation Project Agreement for collaboration on national certification requirements. This facilitates the sharing of costs and manpower bringing significant savings for the UK.

     

    §  Working with project managers to determine and optimise workload plans in support of financial budgeting and forecasting. Chairing regular progresses meetings and programme reviews, risk and opportunity management reviews, stakeholders update meetings and customer reviews.

     

    §  Ensuring projects are adequately resourced with sufficient appropriately qualified and experienced personnel to meet output requirements. Coaching and mentoring of staff member both in the UK and USA and agreement of training and development plans to meet the business need and to meet individuals’ future career aspirations.
