Led 40 member team of Information Technology experts spanning nine functional areas across two facilities responsible for the maintenance/modification (delivery, testing, installation and closeout) of software/hardware for the GPS Operational Control Segment (OCS). Oversaw the cost account management, financial control, activity reporting, approval authority, supplier management, procurement, budgeting, and forecasting for two DoD Contract Line Item Numbers totaling $20M. Maintained positive relationships/partnerships with multiple DoD customers, subcontractors/suppliers, internal agencies and direct reports while allocating resources to address specific phases of projects and resolve complex issues. Administered and executed a fluid Integrated Master Schedule for five interrelated GPS OCS Sustainment systems ensuring project/customer priorities and delivery/installation schedules were implemented. Collaborated with the customer, the Department of the Air Force, Air Force Space Command (AFSPC), and other defense contractors to manage and address Information Assurance (IA) issues. Established, monitored and enforced key performance indicators and metrics to ensure Statement of Work and customer satisfaction. Presented program status at bi-weekly Program Management Reviews (PMRs). Supervised 15-member team consisting of government civilians and defense contractors during the Government Furnished Equipment (GFE) inventory and transfer. 7th Space Operations Squadron (7 SOPS) and 1 SOPS, Schriever AFB, CO USAF Retirement
Supervised 15-member staff controlling the configuration management, lifecycle sustainment and operational acceptance of the $36M ground system for launch of Operationally Responsive Space Satellite One (ORS-1). Monitored multi-agency project to ensure IA accreditation and software development milestones were identified and met; instituted risk mitigation plans and strategies to minimize impact to ORS-1. Directed cross-functional working groups varying in size and scope comprised of USAF, DoD, and civilian aerospace organizations during the acquisition, transition, and launch readiness preparation of $150M ORS-1. Defined critical Multi-Mission Satellite Operations Center (MMSOC) program requirements. Managed the mission transition of $88M Tactical Satellite Three (TacSat-3) from a Research and Development experiment to military operations providing residual ISR Hyperspectral Imagery capability for Combatant Command (COCOM) use.
Reserve National Security Space Institute (RNSSI), Colorado Springs, CO
Directed 20 member team of military, contractor and civilian instructors in planning, implementing (schedule, material and presentation) and evaluating all course requirements for six NSSI and Advanced Space Operations School (ASOpS) courses--included Space in the Air Operations Center (SAOCC), Director of Space Forces (DIRSPACEFOR) and Weapons School Preparation (WSPC). Provided training (platform, scenario-based and simulator) and modern courseware design consistent with Instructional System Development (ISD) methodologies in response to Chief of Staff of the AF requirements; honed both written and oral communication skills. Collaborated with multiple agencies in the creation/scheduling/execution of first-ever Allied (United Kingdom, Canada, and Australia) Space Effects Course opening the door to an international space education environment. Oversaw the NSSI Instructor Utilization Working Group designed to analyze and refine resource utilization; led to the reduction of support requirements by $155K per year. Monitored the NSSI/RNSSI Self-Inspection Program (SIP) designed to internally review critical DoD/USAF compliance programs.
United States Strategic Command (USSTRATCOM), Offutt Air Force Base, NE
Mentored over 40 action officers around the world in the coordination of joint military effects and mission activities within USSTRATCOM and across its Component Commands, DoD services and agencies, and Geographic COCOMs. Monitored the readiness and sustainment of all military space ground systems and their corresponding support infrastructures to include Missile Warning weapons systems. Ensured USSTRATCOM space logistics and sustainment issues were addressed at weekly meetings and Quarterly Sustainment Reviews with AFSPC. Consistently interacted/coordinated with Senior Executive Level Leaders from all military services. Infused logistics updates/ information and introduced a Net-Centric Initiative Tool, a joint effects collaborative device, into the USSTRATCOM Global Operations Center (GOC) during real-world scenarios and COCOM level exercises/war games. Developed the first-ever Continuity of Operations (COOP) plan for the Joint Functional Component Command for Space and Global Strike capturing the Critical Mission Essential Functions of the USSTRATCOM GOC. Developed and presented new Space Availability Metrics and a Single Integrated Space Picture for space force tracking across the joint military community. Selected to navigate a massive USSTRATCOM reorganization and managed three separate service personnel systems.
50th Operations Group (50th OG) and 3 SOPS, Schriever AFB, CO
Led 50 staff evaluators in the horizontal integration and standardization of operations, training, policies, procedures, inspections, exercises and instruction for 1,300 personnel in 8 squadrons, 140 satellites, 22 operations centers and $46B in space assets. Administered trend analysis program; developed metrics; tracked deficiency trends; assigned corrective actions. Directed OG effort in scripting/evaluating readiness exercises, strategic planning and SIP. Oversaw 20-member flight designed to develop, assess, and implement the courseware (lesson plans, study guides, and scenario-based scripts) used to conduct ISD compliant instruction for 135 MILSATCOM operators. Conducted 3,200 hours of ISD compliant classroom and scenario-based instruction. Annually assessed the leadership attributes of 2,000 OTS trainees using scenario-based exercises, written exams and communication skills assessments.
