My career and education represent a combination of technical expertise and management acumen. Ambitious, energetic and creative, I am widely traveled and proficient in three languages. Led proposal efforts that brought in more than $160 million in new business. Recognized internationally as an expert in space debris and space situational awareness, and the characterization of space objects.
Experienced in both corporate and academic settings, I have extensive experience with numerous complex technical and scientific programs. Invited to serve on NASA's SEU Technology Working Group, as well as the US delegation to the UN COPUOS LTSSA expert working group on space debris and space situational awareness.

Technical Management. Led a team of scientists that created a new business area for the company; commercial space situational awareness. Conducted technical demonstrations that showed the value of this to both internal and external customers. Internal customer adopted this for new line of electric propulsion satellites. Multiple external customers have engaged our services, and our techniques have been adopted internally for GEO satellite support. Results presented at internal and external forums, and privately to customer teams, both domestically and internationally.
Program Management. Led process to develop bold new solutions for NASA. Assembled team of engineers and analysts, brainstormed, and applied out of box thinking. The team developed a new concept that met NASA’s strict scientific requirements as well as ambitious cost goals. Sold concept to NASA resulting in a follow-on contract. NASA recognized my contribution, and I was asked to serve on a government advisory/planning committee.
New Business Development. Led Ball Aerospace engineering team to produce technical implementation of competitive proposal resulting in an $80 million contract. Collaborated with designers to overcome numerous obstacles to complete the technical implementation section of the proposal. Our technical design was superior to our close competitor's, and we were awarded the $80 million contract. At Boeing, worked to bring in new technologies and customers to the Air Force Research Lab.

Program Manager and principal investigator for Boeing effort to offer new commercial space situational awareness services for commercial and government satellite owners and operators involving observations of commercial & civil geostationary satellites. Research results presented at various forums. Negotiations with Customers to initiate services underway.
Project Manager and Research Scientist for the Broadband Array Spectrograph System (BASS) sensor operating at AMOS. Worked closely with an Aerospace Corporation team to integrate and operate the BASS sensor at AEOS on a multi-year, multi-million dollar observing campaign to support various Air Force missions. Involvement with planning, coordinating, procuring, observing, as well as data analysis and publication and presentation of results. Developed the specialty of IR space object characterization. Awarded multi-year DARPA and Air Force SBIR funding.
Research Scientist at the Maui High Performance Computing Center (MHPCC) for the PAN-STARS project. Assisted MHPCC team with systems engineering on this massively parallel supercomputing project. Software developed and delivered to University of Hawaii customer.
Instrument Scientist for the Michigan-AEOS-Rice Gamma-ray burst Experiment (MARGE). Designed and integrated camera systems for two university groups to detect and monitor optical afterglows of gamma-ray bursts. Multi-year effort; many bursts detected; presented results to scientific conferences and in published papers.
Project Manager for Atmospheric Monitoring and Prediction effort at AMOS. Designed, procured, integrated and installed a new multi-sensor, multi-data display system for atmospheric monitoring at AMOS. Project completed within budget; all requirements met. Published papers on results.
Test Director for completion of the Air Force’s Advanced Electro-Optical System (AEOS) telescope facility. Verified that AEOS telescope facility met all requirements as set forth in system specification documents.
² Senior Systems Engineer, Ball Aerospace & Technologies Corporation, 1996 – 1999.
Technical Manager/Team Leader for Ball Aerospace Kepler Discovery Numerical Simulations study; performed end-to-end modeling of Kepler Observatory. Designed numerical simulation experiments, wrote analysis software, produced and analyzed data, wrote system engineering, monthly, and final reports, delivered reports to Customer and external Technical Advisory Group. Managed $ 160 k study, tracked cost and schedule, finished, at Customer request, 1 month early. Results: better, lower-risk observatory/system design, verification of relative photometry technique for Earth-like planetary detection from space.
Science and Technical Lead for Civil Space Systems new business development. Marketed spacecraft and instruments to, and interacted and negotiated with, NASA and University PI's. Arranged strategic partnerships between technology stakeholders and mission PI's, developed winning science mission strategies for PI proposal teams, wrote and reviewed technical proposals in response to Government opportunities for Ball and PI teams. Created and maintained large marketing/proposal resource intranet web site for internal use by Civil Space Systems Staff, to enable 'corporate memory' and facilitate proposal preparation and marketing activities. Personally involved in proposal efforts that resulted in over $160 M of new contracts.
Program Manager for NASA Constellation-X Mission Architecture Study. Followed program during pre-proposal phase, attended Facility Science Team meetings, wrote winning proposal to NASA for $240 k study, managed study and led team, presented results to NASA and to scientific community. Finished under budget. Results: Customer changed baseline design to match our study output, and we received a second contract for further development of our concept. Wrote paper.
Senior Systems Engineer and Science Instrument Liaison on Chandra Science Instrument Module. Managed GFRC thermal pre-conditioning effort and special studies; these efforts verified requirements, maintained hardware safety, and saved money. Co-developed SIM and Science Instrument integration and test plan. Assisted with requirements management.
² Research Associate Faculty Member, Penn State University, 1991 – 1996.
Deputy Manager, CUBIC project. Supervised students, technicians, and engineers in design, construction, calibration, and testing of CUBIC space flight hardware. Attended formal meetings and working groups and gave presentations at NASA, and in Argentina, Italy, Brazil, and Uruguay to coordinate interfaces, and resolve design and mission issues. Results: interfaces successfully specified and controlled, all issues resolved successfully prior to launch.
Detector and Mission Operations Scientist for CUBIC satellite experiment. Designed, tested, and characterized novel CCD detectors; assured system survivability in space environment by analysis and laboratory testing; wrote scheduling, attitude control, and target acquisition software, and specified command flow and data products. Delivered, integrated, and tested working flight payload to Argentina. Authored papers on technology developed, calibration and analysis results. Satellite successfully launched November 1996.

Preliminary set of guidelines adopted by UN COPUOS, and submitted to UN General Assembly.
Participant in the USAF JASON Spacecraft Characterization study, July 2012-present.
NASA Structure and Evolution of the Universe Technology Working Group member, 1999. Provided input to NASA Strategic Plan for cryogenics and detector technology for future (next 25 years) NASA Space Science missions.
