Program Manager, 2002 - 2010

Responsible for Program Management, Systems Engineering and Risk Management services for the US Navy, NASA and commercial programs and projects until 2005.  NASA Risk Management efforts included being the NASA Risk Management Train-The-Trainer Lead providing consistent Risk Management training and process improvement for all NASA Centers. In 2005, assigned as Program Manager for the Missile Defense Agency (MDA) Quality, Safety and Mission Assurance Support Services contract.  Lead multi-disciplinary government and contractor teams conducting quality and mission assurance audits and assessments for proposed and existing missile defense components and architectures, developed methodologies for applying Systems Engineering and Risk Management processes to numerous MDA programs, and provided integration and life-cycle implementation of systems engineering, risk management and mission assurance processes and procedures for complex MDA systems.  Also assigned as the MDA/QS Operations Manager, providing Task Management, Internal Control, Information Assurance Management and Configuration Management to the entire Directorate.

Assigned as the IMA for the Assistant Secretary and lead Reservist in SAF/AQR.  Provided leadership and direction in developing, budgeting and advocating the $2.3B/yr USAF Science and Technology (S&T) and Engineering program.  Developed technology guidance/budget policy for S&T and systems/software engineering, manufacturing, industrial base, quality assurance, standardization and environmental policy for all Air Force weapon system acquisitions.

Accomplished Systems Engineering and Risk Management services for several complex, long-term design, development, prototype and initial production build programs (USN Advanced Gun System Development (DD-21) and USA Crusader system). Included developing methodologies and procedures for applying Systems Engineering and Risk Management principles to various types of situations, establishing Assessment and Prioritization models for these complex programs, and accomplishing Assessments for each program.  Also developed and presented Systems Engineering and Risk Management training courses and tutorials.  Over 2000 people attended these training courses from both within UD and from outside organizations.
