Supervise military, civilian, and contractor team of 19 in enterprise-level coordination of transformation efforts managing $100M in IT investments.  Lead Acquisition Domain effort to develop a robust, fullyintegrated acquisition business information environment.  Direct strategic planning for a full portfolio of information technology investments supporting the acquisition transformation roadmap.  Direct development of business system architectures creating the foundation for acquisition process modernization.  Coordinate joint operational requirements and worldwide network security approvals for $10M Secretary of Defense special interest contingency software application fielding new capability to support warfighters in less than 18 months.

Commander, US Air Force, Diego Garcia, BIOT                                      2008-2009

Commanded 19 military and contractor personnel at most remote command and control station in support of $6.2B Air Force Satellite Control Network (AFSCN).  Directed operations, maintenance and logistics in support of over 14K satellite missions and maintained a 99.9% operational availability.  Led 14 recapitalization projects worth $2M+ and ensured operational reliability for $30M antenna and $100M in equipment.

Led military and contractor team of 24 in oversight of the Department of Defense (DoD) Acquisition Category I, Delta IV spacelift program. Responsible for mission assurance for all Delta IV launch base operations including booster processing, spacecraft integration, training, and HQ readiness reviews.  Created and coordinated operational concepts/policies with contractors, range operations, and rocket and spacecraft system wings.  Guided efficiencies team with prime contractor which led to elimination of four redundant processes, reduced booster processing by 31 days and saved the program $800K.  Developed risk assessments for booster anomalies and processes; provided insight to senior Air Force leaders within the spacelift program office and other government agencies resulting in three successful missions worth over $2.5B.

Intern, US Air Force, Cape Canaveral, FL                                                  2004-2005

Competitively selected (1 of 5 selected AF wide) for the Space Lift Education Crossover Program (SLEC-P) industry immersion program.  Provided spacelift operations and support to US and coalition warfighting forces for three DoD launch booster processing flows.  Led telemetry site availability analysis and flight operations logistics support for the Delta IV Heavy Demonstration mission.  Coordinated operational readiness between Boeing Launch Site and Program Office, Air Force Operations Squadron, and Air Force Program Office for critical NASA and DoD satellite programs.

Test Director, US AirForce, Albuquerque, NM                                         2001-2004

Led 10-member test team responsible for planning, resourcing, executing, and reporting on international and Multi-Service Operational Test and Evaluation (MOT&E) and Advanced Concept Technology Demonstrations (ACTD) worth over $70M.  Directed Led Coordinated test insertion into operational exercises, directed test execution and briefed results to Air Force Headquarters, Secretary of Defense staff members and government laboratories.  Directed $53M joint ordnance inventory program with US and foreign military personnel that resulted in a potential saving for the United States Navy of $40M/year.

Project Officer, US Air Force, Los Angeles, CA                                         2000-2001

Led 18-person multiagency team executing $25M procurement of critical componentsof next-generation security architecture for all future military GPS receivers.  Directed $10M effort for development of operational software for cryptographic key data processor.  Devised innovative plan with external agency to keep production line of vital microprocessors viable, streamlined processing and eliminated $1.3M inventory liability.

GPS Satellite Test Project Officer, US Air Force, Los Angeles, CA                        1997-2000

Led GPS Developmental Test and Evaluation activities for the GPS Joint Program Office and theDepartment of Energy labs.  Directedplanning and execution of stalled international on-orbit test to verifyperformance of $40M satellite and confirm operational readiness supporting United States StrategicCommand’s nuclear deterrence and counterforce mission.  Planned and directed prelaunch and on-orbit tests verifying functionality and interfaces of GPS ground/space systems.  Directed integrated system test for $7M Nuclear Detonation Detection System on GPS satellites.  Led team developing and coordinating GPS Multiservice Test and Evaluation Master Plan for Assistant Deputy Under Secretary’s concurrence and Secretary of Defense approval.
