TAC Overhead Persistent InfraRed (OPIR) Engineering Manager (2011 to 2012)

Managed the West Coast OPIR office, including supervising six personnel.  Supported the SBIRS RMB and CCB for the Integrated Program Office (IPO) of the National Reconnaissance Office (NRO).  Served as a member of the Joint OPIR Ground Senior Advisory Staff responsible for planning an integrated NGA, NRO, MDA, and AFSPC data distribution system; allocated requirements to contractors via SOOs and then SOWs.  Contributed as a senior member of Enterprise & Program Management and Requirement Management Teams that provided requirements and planning for the integrated ground distribution system.  Interfaced regularly with funding organizations, including MDA, AFSPC, and NRO as a member of the Senior Advisory Board.

  • Prepared and published the IPO Requirements Management Document.
  • Developed a concise set of requirements defining the new DoD data distribution system after analyzing DoD system requirements from data providers, including NRO and Space-Based Infrared System (SBIRS).
  • Delivered several presentations on system concepts and plans to the Air Force.

TAC Space Tracking and Surveillance System (STSS) Program Data Manager (2004 to 2011)

Supported the AF’s STSS program engineering needs.  Interfaced as a specialist, logistics team member, and focal point for GFE and COMSEC.  Served as a target opportunity manager, liaising with MDA offices to plan MDA test events, acquire all relevant pre- and post-event data, and present results to MDA/AF leadership.  Verified requirements for the Ground and Space segments.  Participated in code and test reviews as well as onsite testing at company headquarters in California and Schriever AFB in Colorado; prepared and presented reports on ground and orbit testing results to AF personnel.  Assisted with all financial contract reviews and negotiations.  Mentored AF personnel in performing these duties to avert potential single-point failure.

  • Developed novel approaches for requesting, acquiring, and tracking pre-test data from launch vehicle developers in Huntsville, AL and target developers at Sandia, NM and preparing test data results for AF presentation.
  • Presented to AF leadership and MDA a set of software development best practices that minimized ‘stove-piping’ and enhanced collaboration among national teams.
  • Played a key role in defining the MDA XML Data Sharing Communication document.
  • Acted as SME for the mission planning aspects of on-orbit testing, including target range and safety.

TAC System Engineer (2000 to 2004)

Provided independent verification and validation support to TAC.  Provided risk management and technicaloversight of the BoeingGPS program for the AF; steered mitigation plans for Ground Segment (GS) risks, advancing them through to the System Risk Board.  Managed risk and requirements to support development of the Advanced Extra High Frequency (AEHF) program; monitored contractor progress.  Supported GPS contract negotiations.

  • Led a team of engineers in validating Launch COLlision Avoidance (LCOLA) software, which provided safe launch windows for both civilian and military space launches; identified 150+ change requests in the already operational software.
  • Guided a NASA-requested tiger team to perform a software lifecycle review of the NASA International Space Station, including code and unit test processesin response to a series of invalid software uploads to the station; identified shortfalls and proposed solutions, which were implemented by Boeing management.
  • Conducted presentations on the concept and value of IV&V to several on-base AF programs, such as GPS and SBIRS.

 

AverStar Program Manager (Prior to 2000

Performed IV&V GN&C testing on NASA Testbed along with developer stage testing and documentation verification for the ISS.  Acted as program manager for the Advanced Air Transportation Technology (AATT) Center’s TRACON Automation System (CTAS).  Managed projects associated with backup and primary systems, software IV&V (GN&C, displays, fault annunciation, and telemetry), and a BFS optimization study for the Space Shuttle Program. Guided a team to develop tools for the Earth Observing System Data Information System (EOSDIS).  Provided reverse engineering, tool development, system optimization, and program management for the B-1B Central Integrated Test System (CITS).  Led development of the Simulated Maintenance Trainer System (SMTS).  Developed telemetry and database schema for the Teal Ruby Project, an infrared satellite.

  • Prepared, validated, and delivered the Backup Flight System load module for NASA's Space Shuttle; reviewedsoftware changes and subsequent tests of the Space Shuttle’s Primary Flight System.
  • Spearheaded the development of a GPS User Equipment maintenance facility at Warner-Robbins AFB.
  • Managed optimization algorithms for the B-1B Flight Code.

 

Previously served as a Project Lead at McDonnell Douglas Aircraft.
