Program Management - Managed Federal Systems mounted product line of tablet and handheld rugged computers.  Coordinated all programmatic activities to such as initial kickoff meetings, proposal preparation, proposal schedules, corporate and sub-contract teaming agreements, non-disclosure agreements, teaming agreements, and financial terms and conditions of contracts and purchase orders.

• Introduced new rugged tablet product line into rate production after completion extensive environmental and EMC qualification testing (MIL-STD-810/461).
• Managed multiple 90-day quick-turn R&D projects in support of business development activities.
• Lead 12-month development for a new body worn handheld device, where the final product met all specification requirements and the DoD customer’s compressed schedule.

Comptroller - Monitored all developing programs, utilizing Earned Value Management and MS Project.

• Administered receipt and processing of new purchase orders and change orders on DoD and commercial products.
• Change Agent, introducing Earned Value Management tools to development projects.
• Coordinated with Product Line Managers and Principle Engineers in the development and maintenance of a Integrated Master Schedule.

Executive Management - Chief Technology Officer, Director of Engineering and Design.  Directed all phases of design, manufacturing and integration of UTS’ state-of-the-art Electronic Toll Collection, Open Road Tolling, Red-Light Enforcement, and Violation Enforcement/Processing Systems.

• Executive Management Sponsor on highly successful Systems Integration business expansion from local to national/international customer base.
• Team Leader of multiple patent/patent pending design teams for vehicle detection and classification.
• Patented Designer for a dual coin processor automatic coin machine.

SAIC / TransCore Division   La Jolla, CA         4/30/1993 – 12/31/2000

Engineering - Directed Electrical and Mechanical Design, Software Test, Configuration Management, Manufacturing and Assembly, Facilities, Shipping and Receiving Department for the San Diego Technical Center.

• Executive Management team on highly successful Systems Integration new business/division start-up for SAIC.
• Marketed and sold core H/W and S/W elements for use with new and retrofit projects resulting in the company gaining the lead market share of the industry.

Program Management - Coordinated all phases of development and integration of the Electronic Toll Collection system H/W and S/W, including field installation, final system acceptance testing and system maintenance.

• Program/Technical Manager on 15 multi-million dollar systems integration projects.
• Coordinated design, construction, and implemented the high speed test facilities (still in use today).
• Supervised the high speed and high rate vehicle testing required for customer acceptance of the system H/W and S/W.

Quality Assurance - Oversight of company's quality assurance efforts for deliverable and non-deliverable hardware and software.

• Quality Manager on 8 multi-million dollar systems integration projects.
• Lead development of the SAIC Transportation Systems Division’s Quality Systems manual.
• Authored the Departmental Systems/Operations manuals to meet the ISO9001 guidelines.
• First SAIC division to achieve ISO registration.

Quality Engineering - Managed Quality Engineers and Inspectors, who supported all non-destructive testing (CMM. radiographic, ultrasonic, dye penetrant, eddy current, magnetic particle, acoustic emission) for R&D and production programs throughout the three General Dynamics divisions located in the city (Convair, Space Systems, and Energy).

• Managed the development of the NDT certification manuals (instructor and student guides for Level I, II and III) still used in industry today.
• Published author of R&D paper on acoustic emission testing of composite wing assembles.
• QA Program Manager in divisional IRAD/CRAD non-destructive test and composite material programs.

Quality Assurance - Directed Quality Engineering and Inspection staff of quality engineers and inspectors assigned to the PCB and cabling fabrication and assembly departments supporting various DoD contracts for fire control systems and hardened computer systems.
