Prerequisite to certification (Levels I - III) as a Certified Program Manager. Demonstrated competency and satisfied certification requirements as defined by the Acquisition Management Functional Board to progress from Level I to III.
Air Force Programs
Air Force Space Command.Team Lead/Technical Advisor to Commander/Vice Commander, Air Force Space Command for negotiation strategy development, resource planning, and for the execution of activities associated with the transfer of Space Launch System programs from the Acquisition Command to the Operations Command.
Space Operations. Division Manager, Space Operations Mission Planning and Analysis. Responsible for the development and implementation of Space Launch Operations management and operations strategies. Created and headed first Space Launch Operations Group at Space Command Headquarters. Developed AFSPACECOMs first-ever PC-based satellite constellation modeling tool to predict satellite and launch vehicle procurement requirements and develop launch complex mission plans. Created and implemented Commercial Launch Program management plans. Created and implemented Space Launch Foreign Technology Monitoring program to support the State Department and the Defense Technology and Security Agency (DTSA) in preventing transfer of sensitive launch technology to foreign governments. Represented the U.S. on launch programs/ campaigns in China and Russia, as well as, supporting/ representing the U.S. in technical reviews in numerous European countries.
Acquisition/Engineering. Deputy Division Manager, MilStar Requirements and Plans. Operations Program Manager for the acquisition, and activation of the MilStar communications satellite mission control center at Falcon AFB, CO. Commanded Operating-Location personnel developing operations and maintenance concepts and procedures.
Acquisition/Engineering.Director, Contract and Business Management. Space Shuttle Vandenberg Launch and Landing Site Development. Responsible for all contracts, budgets, plans, schedules, and development/acquisition activities. Managed overall development and procurement contracts totaling over $4 billion.
Acquisition/Engineering.Program Manager, Space Launch Complex Security Systems Development - Responsible for development of security systems for all AF launch complexes at Vandenberg AFB, California and Cape Canaveral AB, Florida. Responsibilities included: Program plans, source (contract) selection, contract and program management, program schedules, budgets, technical decisions, and management of software and hardware development efforts. Responsible for development and delivery of security systems.
Acquisition/Engineering. Division Manager, Tactical Missile Warning Operations, Missile Warning Site, Thule, Greenland - Responsible for the Operations Center and crew force dedicated to missile launch early warning for NORAD. One-year remote tour.
Acquisition/Engineering. Manager, Space Shuttle Test and Evaluation- Responsible for development of Space Shuttle ground launch systems test plans.
Acquisition/Engineering. Chief, Computer, Communications, and Security Systems Development - Program and Business Manager for the overall design and acquisition of West Coast Launch Complex ground processing computers, software, communications, and security systems.
Acquisition/Engineering. Branch Chief, Management Systems Development- Responsible for the development and implementation of NASA/AF MIS support systems; Program Management Presentation Center; the first-ever AF/NASA E-mail system; and scheduling support systems.
Acquisition/Engineering. Division Chief, Program Planning - Responsible for the development and maintenance of integrated AF/NASA program development plans and schedules; Management Presentation Center; and for executive-level presentations.
Acquisition/Engineering. Missile Operations. Emergency War Order Planner/Instructor- SIOP and Unit Operations Planning and Plans development, and Command and Unit Mission Planning.
Director, Defence Fixed Telecommunications System and Business Area Manager for U.K. Responsible for the overall direction of a $60M subcontract to British Telecommunications (BT). LM provides Program Management, Program Control, Business Systems Architecture, Systems Engineering/Integration, Subcontract Management, Quality Management, Risk Management, Process Management, and Configuration Management for a $3B contract to privatize fixed telecommunication systems for the British Ministry of Defence’s (MoD). Program Manager, British MoD. Responsible to BT for the overall management of BT’s $3B contract with the MoD UK.
Managing Director, United Kingdom (U.K.) Programs Business Area. Responsible for the development ofnew business opportunities in the U.K. for the Business Information Operations (BIO) Line of Business. Secondary responsibility for oversight of all other BIO business opportunities. Represented LM-MS on the board of LM-UK, Ltd. (LM Legal entity and corporate marketing office in UK). Responsible for the identification and capture (contract win) of a system integration/engineering effort valued at $36M supporting Railtrack, a private public partnership with the U.K. government to modernize the West Coast Mainline for high-speed rail service. esponsible for the capture of a system integration effort valued at $50M to consolidate and modernize the London Metropolitan Police.
Missile Defense Program.
Program Director, Command and Control, Battle Management, & Communications (C2BMC) Integration & Test.
Intergrated Product Team (IPT) lead for Integration and Test. Responsible for test, verification, and support to new technology identification and evaluation in support of the C2BMC National Team’s delivery of a Missile Defense integration element. Responsibilities include: JNIC/MDIOC site management for C2BMC, element test planning and execution, system test planning and execution, support for new technology assessment, proposal development, software and hardware configuration control, resource management (five different teammates in two locations), security management, management of 6-12 large-scale Integrated Missile Defense events per year, and foreign disclosure management support
Director, Strategic Airport Security Rollout. Area Manager for the north central area of the United States with included over 120 airports. Overall responsible for area clusters and site team staffing, site surveys, design selection, design modifications, facility construction oversight, and delivery to Transport Security Agency (TSA) and Airport customers (Airport and Airline Directors). Delivered all TSA approved airports on-time and within budget.
Senior Manager, Support Engineering. In addition to the items below, responsibilities were expanded to include: LAN/LAB systems, software and hardware maintenance, and Operations and Customer Service Level-3/4 engineering support. Additionally, provided support for the review and application of security policies and procedures associated with Information and Messaging software and hardware systems.
Senior Manager, Program Management, Quality, Testing, and Configuration Management. Responsible for the Program Management of the Information and Messaging department’s portion of the MCI alliance with CONCERT (BT/MCI) to result in the delivery of a CONCERT-specific Messaging system. Total contract value set at over $3 million. Responsibility for the testing, configuration management, and overall quality of all software and hardware products developed and delivered within the Information Technology and Messaging department (to include IT systems: InternetMCI, MCI2000, MCIMail, and Enterprise Exchange services) and for all products procured from external vendors.
