With a Post Graduate Masters degree in Project Management, I have amassed a significant level of experience in successfully managing complex and high value defence acquisition programmes over the past 10 years.  From project managing the development and implementation of an IT information management system to my current experience of managing a complex international collaborative programme, I have established myself as an experienced and competent manager who can deliver within taught boundaries. My ability to work effectively at all levels within a multi cultural environment and identify opportunities has led to significant cost savings and enhanced front-line capabilities for the United Kingdom.

 

 

 

KEY ACHIEVEMENTS

 

 

·       Negotiated and now manage a 3-nation project arrangement (UK, Canada and Australia) for collaboration on aircraft certification requirements. This includes cost sharing, which has brought significant savings for the UK.

 

·       Established the UK as the lead Nation on collaborative development in terms of technical expertise, strategic and tactical operation, aircraft airworthiness management and certification. This has enabled the UK to influence development to ensure final capabilities meet operator needs.

 

·       Submitted a proposal, which was accepted by all Partner Nations, to introduce more robust programme level risk management practices leading to reduced risk in terms of time, cost and performance.

 

·       Built a competent and knowledgeable team with a flexible approach who consistently overcome problems to deliver required outputs in a timely manor, to an agreed performance criteria and within budget

 

 

 

EMPLOYMENT EXPERIENCE

 

 

Since joining the Ministry of Defence some 19 years ago, I have held a number of positions working on acquisition and development programmes to support the military front line. Before moving into Programme Management, I gained significant experience managing individual projects having previously held positions as Head of Commercial for a project Team and as a Trainer, developing and delivering core and functional training.

Hercules C130J Block Upgrade Programme Manager

Responsibility for managing the UK’s interests in the Hercules C-130J collaborative block upgrade development programme. The Block Upgrade programme is a series of projects that effectively constitutes a mid life update to the aircraft platform. Working with 6 other partner nations, this programme introduces capabilities necessary to satisfy future Civilian Global Air Traffic Management requirements, obsolescence issues and enhancements required by the front line operators. Day to day management of the programme is facilitated through an international programme office in Dayton, Ohio, USA where I have line management responsibility for embedded staff. The international programme office is governed by the C-130J Joint User Group Steering Committee, made of representatives from each of the 7 participating nations. My primary responsibilities are:

 

§  Acting as the UK’s Nationally Empowered Responsible Officer (NERO), responsible for decisions by the UK relating to collaborative development. This includes the provision of technical and operational expertise to ensure a solution that meets UK needs in terms of capability, usability and certification.

 

§  Liaison with other Nations NERO’s to agree strategies in advance of key meetings and to discuss opportunities for additional, mutually beneficial, collaboration.

 

§  Act as advisor to the UK Joint User Group Steering Committee Representative and manage day-to-day Steering Committee business. This includes overseeing the activities of the international Programme office.

 

·       Acting as the UK member of the Programme Risk Management Board.

 

·       Acting as project manager for a 3 nation Project Agreement for collaboration on national certification requirements. This facilitates the sharing of costs and manpower bringing significant savings for the UK.

 

§  Working with project managers to determine and optimise workload plans in support of financial budgeting and forecasting. Chairing regular progresses meetings and programme reviews, risk and opportunity management reviews, stakeholders update meetings and customer reviews.

 

§  Ensuring projects are adequately resourced with sufficient appropriately qualified and experienced personnel to meet output requirements. Coaching and mentoring of staff member both in the UK and USA and agreement of training and development plans to meet the business need and to meet individuals’ future career aspirations.

Senior advisor and deputy team leader of the UK led MoD Transition Team responsible for establishing an Iraqi civilian led Defence Ministry.  Programme Manager for the newly formed Ministry and oversee all acquisition and contracting activities on behalf of the responsible Iraqi Minister, whilst at the same time establishing an Acquisition and Contracting Directorate. Establishing and organisational structure with plans and procedure in place to handle all future acquisition requirements, with trained Iraqi personnel capable of sustaining future requirements. Duties extended to line management responsibility for a number of advisors form various nations as well as responsibility for the welfare, security and development of UK staff in what was a hostile and challenging environment.

Appointed to initiate and manage the design, development and implementation of a complex worldwide accessible information management and training system. The project was tasked with introducing a management system for all aircraft airworthiness processes and flight safety procedures throughout the Military Air Environment.
