PROFESSIONAL HISTORY

Principal Assistant PM, EW, Program Executive Office Integrated Warfare Systems 2013 - Present

  • Program Manager for 2 DoD ACAT II programs, 2 ACAT IVM programs, and all inservice systems including 8 variants of Deployed Surface EW systems across 150 Navy ships. Responsible for technology development/transition efforts and R&D of the Surface Electronic Warfare Improvement Program (SEWIP) systems with annual budgets (OMN, RDT&E, OPN) exceeding $300M. FYDP budget exceeding $B. 

 

Air Dominance Department Officer 2011 - 2013

  • Responsible for leading over 900 civilians and over 20 military personnel.  Department is responsible for all systems engineering and technical execution of test and evaluation and in-service support for all Naval surface weapon systems onboard the most capable and sophisticated weapon system in the United States Navy – the Aegis Weapon System (AWS) currently on all Cruisers and Destroyers.  Managed an annual budget of over $240 Million.

 

Ship Defense and Expeditionary Warfare Department Officer 2010 - 2011

  • Responsible for managing over 400 civilians and over 20 military personnel.  Department is responsible for all systems engineering and technical execution of test and evaluation and in-service support for all Naval surface combat systems onboard Carriers and Amphibious assault ships.  Led numerous test events and reviews in support of all Carrier and Amphibious assault ship Combat Systems Surface Qualification tests.  Managed an annual budget of over $200 M.

 

Military Satellite Communications Wing, Space and Missile Center (SMC), Los Angeles, CA 2009 - 2010

  • Chief Systems Engineer for the Enhanced Polar Systems Satellite Program, a 1.5B program to support Naval Submarine Communications over the poles.  Took the program through their System Design Review (SDR) and prepared for MS B decision.  

 

Military Satellite Communications Joint Program Office, SMC, Los Angeles, CA 2007 - 2009

  • Chief Systems Integrator and Chief Network Engineer for  the Transformational Communication Satellite Program (TSAT) in the Systems Engineering and Integration Division.  TSAT was a $30 billion satellite system designed to provide high assurance communications for the Department of Defense. This capability included high data rate Military Satellite Communications (MILSATCOM) and Internet-like services as defined in the Transformational Communications Architecture (TCA).

 

SE for Counter Radio Controlled IED EW Systems for Multi-National Division- North Jan – Nov 07

Joint CREW Composite Squadron ONE  Tikrit, IRAQ

  • The Systems Engineer for Counter Radio-controlled improvised explosive device Electronic Warfare (CREW) systems for the entire northern region of Iraq working for the 25th Infantry Division in support of Operation IRAQI FREEDOM.  Achieved phenomenal success combating the most lethal threats to US forces in Iraq by revolutionizing the use of electronic warfare in ground combat.  

 

Future Block SE Division Head Divert Attitude Control System for the Standard Missile 3 Feb – Dec 06

Missile Defense Agency (MDA) – Aegis Ballistic Missile Defense (BMD)

  • Direcly in charge of the future system design and architecture for the next generation Aegis BMD combat system.
  • Future Block Architecture Division Head.  Working with the MDA and Program Executive Office Integrated Warfare Systems to develop a path ahead for Aegis BMD in Open Architecture.  Helped to define the next combat system for Aegis BMD and the strategy to integrate this design into all Naval Aegis ships for the future.
  • DACS Project Officer.  Served as the Standard Missile-3 Blk IA Divert Attitude Control System (DACS) project officer from March – Oct 2006.  Saw the program through a successful SM-3 Blk IA Solid DACS Developmental Verification Test to add pulse capability to the SM-3 Blk IA missile.  Stood up an SM-3 Blk IB Throttable Divert Attitude Control System (TDACS) Integrated Product Team to understand the issues and risks associated with integrating this technology into the SM-3 Blk IB missile.  Also saw the program through a successful TDACS developmental test which added confidence that TDACS was mature enough to be included in the PoR for the Blk IB missile.

 

Command and Control, Communications, Battle Management Division Head, MDA – Aegis BMD 2004 - 2006

  • Directly in charge of Command & Control, Communications, and Battle Management for the Aegis BMD system deployed on 16 ships. Directed development and engineering of Navy and BMDS data architectures for tactical targeting and cueing systems.  
  • Led Government design and development of command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) systems for the Navy’s Aegis BMD program; performed architecture definition, functional analysis & system design.
  • Directed simulation, modeling and experimentation of Fleet detect-to-engage systems while evaluating theater and tactical interoperability with National systems and distributed sensor systems.
  • Routinely briefed senior civilians (SES) and military officers (Flag Officers and General Officers).

 

Joint Satellite Communications  EMI Geolocation Cell Project Manager 2001 – 2004

Space and Naval Warfare Systems Center, San Diego, CA

  • Directly managed technology development and engineering in support of a capability to geolocate UHF Satellite Communication Systems interferers
  • Led Government design and development of a geolocation system using national satellite assets.

  • Worked on integrating MEMS on the NPSAT1 satellite for the Attitude Determination Control System (ADCS).  Involved MATLAB and SIMULINK modeling.  
  • Member of the design team for the MITHRA Bifocal Mirror Relay Satellite which won the National Reconnaissance Office’s (NRO) $375,000 Innovation Award.  Extensive use of GENSAT, a collaborative engineering software for satellite design.
