He  has 30 years of experience in Information Technology (IT), which has been acquired in 4 different industries, operating in an international context in the development of software intensive systems for civil, military and critical applications in the domains Embedded On-Board SW, Mission Planning, Monitoring and Control, Naval Systems, C4I and control of nuclear facilities. He has acquired a considerable experience in the programmatic management and since more than 15 years he is in senior management positions, coordinating a unit of about 180 people organized in Technical Areas in charge of Program Management, Production and Customer support. The Operations Department  incorporates  units in charge of program management, production and technical management  for the awarded contracts and for the preparation of commercial offers. In particular, reporting directly to the CEO, he is responsible for:

·         Ensuring availability of resources needed for  design and development of products / systems tailored to the needs of competitiveness of the Company, in terms of technical excellence, programs' schedules and costs, in line with the company business plan and with the guidelines issued by the top management

·         Ensuring the preparation of products / systems in accordance with the planned activities, guaranteeing the achievement of budget targets

·         Ensuring availability of resources needed for the preparation of the technical  and programmatic parts of commercial offers

·         Ensuring, for each program, the achievement of technical, time and financial goal, in line with the defined quality standards

·         Managing the SW Systems Support Services by exploiting the skills developed and acquired by SSI

·         Ensuring the investigation of innovative technologies and solutions tailored to the needs of competitiveness of the Company, in terms of technical excellence, respect of programs’ schedule and costs

·         Co-operating in the implementation of research plans, monitoring innovative technologies and ensuring the achievement of budget targets

·         Participating, in partnership with the Corporate Functions involved, in the definition of the Technological Plan

·         Ensuring, in coordination with the company relevant functions, the activities of Contract Management for the pertaining systems / products, both during the bidding and contractual  phase

In the following, the previous assignments in SSI are reported.


From January 2005 to April 2011 - Head of Engineering Department.
The Engineering Department is responsible for the production and technical management of the acquired contracts, for the preparation of proposals and for Research and Development project. In particular he was responsible for:

 

·         Ensuring the achievement of cost, technical, time and quality goals  for all projects of the company, promptly identifying any deviations from the assigned objectives and the necessary corrective actions

·         Ensuring the proper management of technical interfaces with the customer

·         Managing Engineering Human Resources (identification of training needs,  motivation, performance evaluation and incentives)

·         Ensuring the adequacy of the technological infrastructure

·         Ensuring the timely implementation of business processes in the execution of project activities

·         Ensuring the proper implementation of budgeting, monitoring and final accounting of costs of programs, including costs related to the needed procurements

·         Participate in the definition of the company Technological Plan and Strategic Plan

·         Participate in the definition and implementation of the Business Process Improvement Plan for the achievement of the Capability Maturity Model Level 3.

 

Until 2008, the staff assigned to the Engineering Unit had an average of 85 units. Since 2008, following the merger by incorporation of another company in the group, it rose to about 170 units.

 

From April 2002 to December 2004– Head  of the organizational unit "Programs and Engineering", reporting directly to the CEO. The staff assigned to the unit was an average of about 90 people, with a mix of technical and programmatic skills.

From April 1999 to March 2002 - Head of an organizational unit  "Program Management” , reporting directly to the General Manager.

From March 1996 to March 1999 - Head of an organizational unit "Project Management and Control”, reporting directly to  the Technical Director, which was in charge for  monitoring the performance of the company projects through the methodology of Earned Value Management. In the same period, he was Project Manager for the development of the Columbus Application S/W - COAP within the International Space Station program and Project Manager for the development of the Command and Control System (C2 IPN-S) for the frigates of the Royal Navy Malaysia.

From March 1994 to March 1996- Head of the “Ground System” Business Unit.
In this position, he coordinated a team of 22 people for the realization of SSI projects related to the development of SW applications for ground control systems in support of the major national and international space missions.

From May 1991 to February 1994 – System Engineer in the “Ground System” Business Unit.

Program Manager for the development of X-SAR Mission Planning and Operations System. The X-SAR mission was a joint mission between the Italian Space Agency (ASI), the German Space Agency (DARA) and the National Aeronautics & Space Administration (NASA). The purpose of the mission was the observation of the Earth from space, using two radar on board the Space Shuttle operating in two different bands: the Shuttle Radar Image in C-band (SIR-C) and X-band Synthetic Aperture Radar (X-SAR ).

 

Prior to assuming responsibility for the management of the program, he worked in project X-SAR, as Senior System Engineer with the following responsibilities:

·         Technical Representative of SSI at the plant in Laurel (MD) of Computer Sciences Corporation for the supervision of the design and development of the system of Telemetry and Remote Control

·         Team Leader for the design and development of two subsystems of the MPOS System Planning and Analysis System: Command Plan Generator and Data Take Selection

 

Program Manager for the development of Tethered Satellite Special Computation SW.
The Tethered Satellite mission was carried out jointly by NASA and ASI. The purpose of the mission was to verify the possibility of exploiting the electric current generated in a cable that passes through the earth's magnetic field using a satellite connected to the shuttle by means of a 20 Km long cable.

Projects X-SAR and TSS required a period of about five months of S/W integration and testing performed at the NASA Johnson Space Center in Houston and at the Jet Propulsion Laboratory in Pasadena.

·         Design and development of a simulator  with 3-6 degrees of freedom to verify the guidance algorithm. The simulator included the simulation of the strap-down navigation sensor unit

·         Definition of inertial guidance equations in open loop and closed for a satellite launcher. Evaluation of the algorithm defined for a multi-stage rocket used to place a satellite weighing 500 kg in equatorial orbit at 500 km

·         Definition of the optimal trajectories for the SCOUT Enhanced maximizing delivered payload and orbital altitude

·         Definition of the hardware and software infrastructure for the inertial guidance laboratory including three axis table and trust vector control system for the simulation of missile angular motion (hardware-in-the-loop).
