Responsibilities/ Duties /Tasks
As a member of FLO, the Key Person shall provide support to the preparations for Jason-CS/Sentinel-6. Main duties will include the support to LEO missions (and particularly Jason-CS/Sentinel-6) in the areas of:
development and maintenance of the operations concept at system- and MCS facility-level, and of the space segment;
implementation of the ground segment and, in particular, the MCS facility;
integration & verification of the ground segment at system- and MCS facility-level;
operational validation activities for the MCS at system- and facility-level;
routine and special-operations activities for the mission control system;
pre- and post-launch verification activities relating to the space segment;
operational validation activities for the space segment and at system-level;
routine and special-operations activities for the space segment;
operations team training and rehearsals;
provision of stand-by/on-call support as system operations engineer, on an “as needed” basis, coordinated through the normal on-call process;
processing of system anomalies, their documentation, investigation, classification and resolution/mitigation, including participation in Anomaly Review Boards;
participation in technical meetings, formal reviews, and planning meetings;
processing system modifications, including their documentation, approval, and implementation, including participation in Change Review Boards.
The Key Person will provide the above support taking advantage, where appropriate, of opportunities to achieve commonality and ensure consistency across EUMETSAT’s current and future operational programmes (MTG, EPS-SG, and particularly Sentinel-3).
The tasks assigned to the Key Person will be agreed through dedicated work-packages with clear identification of activities and outputs expected.
In the performance of these tasks, the Key Person shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures
Qualifications: University degree (or equivalent) in a relevant technical discipline
At least five years experience of flight operations in a real-time spacecraft operations environment, including :
o at least three years experience in the operation and configuration of mission control systems based on SCOS-2000 for satellite operations;
o at least three years experience in the operations preparation and routine operations of the space segment of Low Earth Orbit (‘LEO’) satellite systems
Recent experience of the following, in an operational context, would be a distinct advantage:
experience of definition, development, integration and acceptance testing of mission control systems based on SCOS-2000 for satellite operations;
experience of procurement phases for new programmes;
experience with the definition and analysis of operational user requirements;
experience of using configuration management systems such as CVS;
experience of using operations preparation systems such as MOIS;
experience of using operational database preparation tools such as DABYS;
familiarity with ECSS and CCSDS standards related to space-to-ground interfaces and applicable to Satellite Monitoring & Control Systems: Packet Telemetry and Telecommand standards, PUS (Packet Utilisation Standard), etc.;
Windows & Unix / Linux operating systems.
While the official languages of EUMETSAT are English and French, the working language for the position is English and therefore the Key Person must be able to work effectively in this language.
