Our client in France is looking for a Project Quality Manager for the implementation of cryogenic lines to supply the new Ariane 6 launch facilities in Kourou.
Roles and responsibilities
Project Quality Assurance
Update of the Project Management Plan and related procedures prepared by the Project Manager. (Internal Management Plan, Quality Assurance Plan, Document Management Plan) according to the customer requirements in the contract and the management specifications.
Follow-up of the Customer requirements: maintenance of the conformity matrix and verification of the customer's requirements.
Creation of the Project Control Plan: The PQM prepares the Inspection Plan on the basis of the Project Development Plan and the Supply Plan.
The PQM has the authority to stop or stop any process whose realization may affect the conformity / safety of the product in agreement with the Project Manager; he has the authority to resume any halted process when the proposed corrective actions allow for the process to return to normal operations.
Verification of supply specifications:
The PQM verifies the procurement specifications to ensure that inspection points, acceptance criteria and testing conditions are consistent with contract requirements and applicable project documents, and is responsible for this part of the specification. He draws from the skills of the technical team, experts and SQM (Supplier Quality Managers).
Quality Control Planning and Monitoring
The PQM performs inspections of equipment and materials supplied in accordance with the procurement specifications established by the technical team. The PQM is responsible for organizing inspections, notifying the Client in accordance with the contract, monitoring, planning and coordinating the work of the SQM, and maintaining the Project Control Plan.
The PQM declares the final conformity of the product delivered to the customer
The PQM approves or ensures the approval of the suppliers ITP’s by the SQM.
The PQM is responsible for the compilation of the supplier documentation and relies on the SQM to ensure that the final supplier documentation is available, compliant and organized according to the requirements of the contract.
He is responsible for the compilation and delivery of the customer record files in accordance with the requirements of the contract, based on the work of the document manager of the project who uses an Electronic Document Management (EDM) tool for document management. He ensures that the documentation is properly classified and organized in accordance with the Management Plan.
Project quality interface of the client and the representative:
He participates to the key milestones with the client (RDPi, RCDi, RU)
He is responsible for the issuance of the PVRIs established for the Client for each validation step (Factory delivery, Site Testing).
Processing of non conformances and waivers:
The SQM identifies and manages supplier non conformances by monitoring actions until they are closed; He passes on the actions to the specialists / experts or to the project team to validate the decisions according to the nature of the discrepancies observed.
The PQM is responsible for monitoring the overall list of waivers and non conformances of the project, facilitating and speeding up the processing internally and developing the corresponding reporting for the client.
Qualification / Evaluation and Supplier Monitoring
He participates to:
The selection of suppliers in consultation with the project team
The qualification of suppliers through follow-up audits for critical suppliers
The pre-qualification audit as part of the specific sourcing action
Participates to the evaluation of suppliers and provides feedback to the supplier tracking database of the Purchasing department.
General knowledge of quality systems and ISO 9001: 2008 and / or project management
General knowledge in industrial piping, oxygen applications, mechanics, cryogenic applications He, O2 or H2 would be a plus.
General knowledge of European regulations and building codes (DESP 97/23 / EC and DESP 2014/68 / EU and associated harmonized standards, EN 13480, Atex)
6 years minimum professional experience in large projects
Follow-up of suppliers of industrial equipment and materials (piping, boiler work, valves or instrumentation); technical monitoring or quality control
Supplier quality control or management / organization of inspection plans in industry
Development and / or implementation of a Quality Project Plan, Management Plan, PAQ.
